Joseph F. Myers, being duly sworn, deposes and says:

1. I am the Director of the Division of Emergency Man-agement ("DEM") of the North Carolina Department of Crime Con-trol and Public Safety. In that professional capacity, I have been involved in the development of the offsite emergency capa-bility for the Shearon Harris Nuclear Power Plant, as well as the Catawba, McGuire, and Brunswick nuclear plants. Since February 1985, I have had overall authority for emergency pre- ,

paredness activities concerning the Harris plant. Prior to this, I was for 9 years employed as Area Coordinator for the Division of Emergency Management with responsibility for State Emergency Management Area E, which includes portions of the emergency planning zones for the Catawba and McGuire nuclear 8504290249 850425 PDR ADOCK 05000400 0 PDR ,

'.j power plants. In this position, I was responsible for offsite emergency plans, drills and exercises for the counties involved with those plants. I was also responsible for overall emergen-cy preparedness in that Area, and directed the State's response to over 400 emergencies in the past two years in Area E. I have also coordinated the State's response to over 100 emergencies while in my current position as Director of the Di-vision of Emergency Management. In addition, I have supported DEM staff on location in responding to statewide emergencies such as the tornadoes in March 1984, Hurricane Diana in j September 1984, and the recent forest fires which occurred

and correct. I make this Supplemental Affidavit in response to

! EPJ Contention 2.

2. The purpose of this Supplemental Affidavit is to re-

i vise certain information provided in the " Affidavit of Jesse T.

Pugh, III On Wilson 12(b)(3) and EPJ-2" (January 14, 1985)

("the Pugh Affidavit"), in order to describe a recent change to the provisions for official transportation assistance for per-l sons in the EPZ who might need such assistance in the event of 1

! an emergency at Harris.

i l 3. Rather than designating " pickup points" for persons in the EPZ (other than the areas of Moncure, Wilsonville, Apex, E Holly Springs, and Fuquay-Varina), the State and the counties are designating all state-numbered roads in the EPZ (except those in Moncure, Wilsonville, Apex, Holly Springs, and Fuquay-Varina) as " pickup routes." The individual pickup routes for each evacuation zone will be listed as part of the Standard Operating Procedures in each county. In the event of an evacuation, the EBS announcements will direct persons in Lee and Harnett Counties who need official transportation assis-tance but did not identify themselves prior to the emergency to wait at the side of the nearest state-numbered road (" pickup route"). The EBS announcements will direct persons in Moncure, Wilsonville, Apex, Holly Springs, and Fuquay-Varina who need transportation to wait at identified pickup points. All other Chatham and Wake County residents needing official transporta-tion assistance will be directed to wait at the side of the nearest state-numbered road. Agency personnel will travel all pickup points and pickup routes within the evacuation area until they have assured that all evacuees have been provided with transportation.

Chatham County

4. The plans for provision of official transportation assistance for persons in Chatham County remain as described in paragraphs 5 through 7 of the Pugh Affidavit, except that all persons in Chatham County needing official transportation as-sistance will be picked up either at a pickup point or on a

Y pickup route. Pickup points will be established at Moncure and Wilsonville for persons in those communities. Pickup routes will be designated throughout the remainder of the Chatham County portion of the EPZ. The Moncure and Wilsonville pickup points will serve as collection points for evacuees picked up on these pickup routes. These evacuees would be transported to the pickup points by volunteers using private vehicles as per the Pugh Affidavit, paragraph 6. At these pickup points, evacuees would be transferred to buses and evacuated to shel-ters as per the Pugh Affidavit, paragraph 7.

5. The change to the use of pickup routes and the use of the Moncure and Wilsonville pickup points as collection points does not affect either the number of persons in Chatham County who may need official transportation assistance, or the re-sources available to provide such transportation. Therefore, I am confident that sufficient resources (vehicles and drivers) will be available to provide evacuation transportation for the residents of the Chatham County portion of the EPZ who may need official transportation assistance. In addition, as noted in paragraph 7 of the Pugh Affidavit, sufficient excess capacity exists to provide transportation for anyone who would normally -

have access to an automobile, but whose car is being repaired at the time or is temporarily inoperable, and other such cases.

I Lee and Harnett Counties A..

6. The detailed plans for provision of official trans-portation assistance for persons in Lee and Harnett Counties remain as described in paragraphs 8 through 13 of the Pugh Af-fidavit, except that pickup routes will be used instead of pickup points.
7. The change to the use of pickup routes does not af-fect either the number of persons in these counties who may need official transportation assistance, or the resources available to provide such transportation. Therefore, I am con-fident that sufficient resources (vehicles and drivers) will be available to provide evacuation transportation for the resi-dents of the Lee and Harnett County portions of the EPZ who may need official transportation assistance. In addition, as noted in paragraphs 10 and 13 of.the Pugh Affidavit, sufficient ex-cess capacity exists to provide transportation for anyone who would normally have access to an automobile, but whose car is being repaired at the time or is temporarily inoperable, and other such cases.

Wake County

8. The plans for provision of official transportation assistance for persons in Wake County remain as described in paragraphs 14 through 18 of the Pugh Affida/it, except that pickup routes will be used instead of pickup psints (except in Apex, Holly Springs, and Fuquay-Varina, where pickup points will be used, as described in the Pugh Affidavit).

9. The change to the use of pickup routes for part of Wake County does not affect either the number of persons in Wake County who may need official transportation assistance, or

the resources available to provide such transportation. There-fore, I am confident that sufficient resources (vehicles and' drivers) will be available to provide evacuation transportation for the residents of the Wake County portion of the EPZ who may need official transportation assistance. In addition, as noted in paragraph 18 of the Pugh Affidavit, sufficient excess capac-ity exists to provide transportation for anyone who would nor-mally have access to an automobile, but whose car is being re-paired at the time or is temporarily inoperable, and other such cases.

Summary

10. In summary, those members of the general public with-in the EPZ who may need. official transportation assistance in the event of an evacuation are being identified in advance

through "special needs cards" and meetings with social service t

and public safety organizations, as described in paragraphs 3, 5, 8, 11 and 14 of the Pugh Affidavit. Detailed plans for of-ficial transportation assistance for the persons in the Harris EPZ who may need such assistance are being developed by the Emergency Management Offices of Chatham, Harnett, Lee, and Wake Counties. Pickup points are being designated in Moncure, Wilsonville, Apex, Holly Springs, and Fuquay-Varina, and pickup routes are being designated in all other areas of the EPZ.

These pickup points and pickup routes will be identified in the EBS announcements. I am confident that, in an emergency, suf-ficient resources (vehicles and drivers) will be available to accommodate the estimated maximum number of EPZ residents who may need official transportation assistance, with sufficient 4

excess capacity to accommodate any individuals who normally have cars (which are being repaired at the time of the emergen-cy), and other such cases. EPJ-2 therefore has no basis in fact. -
