Dear Mr. Youngblood:

The Connecticut Department of Environmental Protection (DEP) hereby requests an extension of the coment period for the Draft Environmental Statement (DES) related to the operation of Millstone Nuclear Power Station, Unit No. 3 (NUREG-1064). The reason for this action is the lack of timely notification of the availability of this document when it was released in late July.

Despite its role as the principal State agency dealing with environmental matters, the DEP was not included on the list of agencies and organizations asked to comment on the DES. Furthermore, the Department has regulatory authority with regard to water use by the facility and is responsible for consistency determinations under the Coastal Zone Management of 1972.

Due to this startling oversight, DEP did not learn of the existense of the DES until early September when several articles appeared in local news-papers. We have since borrowed the copy made available to the State Clearing-house and have initiated our review. However, because of the scope of the project and the multidisciplinary effort required for a comprehensive review, it is impossible to complete the task within the original comment period.

Therefore, the Department of Environmental Protection requests that the coment period be extended one month to October 17, 1984.
