Implementation _of License Amendment to Remove the Fire Protection Requirements per Generic Letter 86-10 and Generic Letter 88-12 Gentlemen:

By letter dated November 1, 1991 (Serial Number 1789), ToleJo Edison (TE) sunmitted an application for an amendment to the Davis-Besse Nuclear Power Station. (DBNPS), Unit Number 1, Operating License NPF-3, Appendix ~A, Technical Specifications to remove the Fire Protection ,

Requiremer's 1,er Generic Letter 86-10, " Implementation of Fire Protection Requirements", dated April 28, 1986, and Generic Letter 88-12, " Removal of Fire Protection Requirements from Technical Specifications",' dated August 2, 1988. -The NRC Staff is currently evaluating this request.

In its letter, TE requested a 60 day implementation period following-approval of the amendment by the NRC. -Toledo Edison hereby requests that this be changed to a 90 day implementation period doe to the need to allow the operating shifts sufficient time for training on the new amendment during the normal requalification cycle. Changing the implementation period does not affect any information contained in the Federal Register Notice (FR 64662, dated December 11, 1991) which provided opportunity for comment on TE's amendment application. ,

In future routine License Amendment applications, TE vill request 90 47ys for implementation in order to facilitate training on new amendments during the normal operator requalification schedule.
