HTRD-50-518/82-24, HTRD-50-520/82-24, BLRD-50-438/82-82, BLRD-50-439/82 SECOND INTERIM REPORT The subject deficiency was initially reported to NRC-0IE Inspector P. E. Fredrickson on December 1, 1982 in accordance with 10 CFR 50.55(e) as NCRs HTA MEB 8202 and BLN MEB 8207. Enclosed is our second interim report. TVA has elected to defer construction activities on Hartsville.

Deferral does not mean that the project will be cancelled but that TVA is minimizing its expenditures and construction efforts until such time that TVA has sufficient information to indicate whether the project should be completed or cancelled. Therefore, we will not be submitting further information on Hartsville until a final decision is made regarding this project. We expect to submit our next report by January 30, 1984. We consider 10 CFR Part 21 applicable to this deficiency.

BLRD-50-438/82-82, BLRD-50-439/82-73 SECOND INTERIM REPORT Description of Deficiency There exists a potential problem with the starting air valve assemblies for TVA's standby diesel generators at Bellefonte Nuclear Plant. The standby diesel generators were manufactured by Transamerica Delavel, Inc. (TDI), of Oakland, California. The starting air valve assembly was manufactured and installed in the cylinder head by TDI. TDI has notified the NRC of this defect under 10 CFR 21 by letter dated May 13, 1982 from R. E. Boyer, Manager, Quality Assurance to the Director of the Office of Inspection and Enforcement.

The potential defect is related to the length of the capscrew which holds the starting air valve assembly in the cylinder head. If all dimension tolerance is stacked in one direction, the installed clearance is less than desirable. If this capscrew bottoms in the tapped hole in the cylinder head before the assembly is properly seated, the torque wrench reading would be misleading and the assembly would be too loose and could possibly fail.

Interim Progress TVA is continuing in our attempt to acquire the necessary information from Transamerica Delaval, Incorporated (TDI), to close this noncomfor-mance report. ' The latest information obtained from TDI stated that the

" assignable cause" and " action required to prevent recurrence" was not information that TDI is required to submit to TVA for each 10 CFR 21 notice. (TDI letter dated December 2, 1982--MEB 821207 510.) TVA has requested that TDI submit a quotation for this information.
