BELLEFONTE AND HARTSVILLE NUCLEAR PLANTS UNITS 1 AND 2 - LOOSE DRIVE HUBS ON OVERSPEED GOVERNOR DRIVE SHAFT ON DELAVAL DIESELS -BLRD-50-438/84-15, BLRD-50-439/84-14, HTRD-50-518/84-01, HTRD-50-520/84-01 FIRST INTERIM REPORT The subject deficiency was initially reported to NRC-0IE Inspector P. E. Fredrickson February 3,1984 in accordance with 10 CFR 50.55(e) as NCRs BLN MEB 8401 and HTA MEB 8401. Enclosed is our first interim report.

We expect to submit our next report by August 3,1984. We consider 10 CFR Part 21 applicable to this deficiency.

TVA has elected to defer construction activities on Hartsville. Deferral does not mean that the project will be cancelled but that TVA is minimizing its expenditures and construction efforts until such time that TVA has sufficient information to indicate whether the project should be completed or cancelled. Therefore, we will not be submitting further information on Hartsville until a final decision is made regarding this project.

FIRST INTERIM REPORT Description of Deficiency Recently, on a non-nuclear commercial engine installation, Transamerica Delaval, Incorporated (TDI), of Oakland, California, discovered the flexible coupling drive bubs were loose on the shafts in the overspeed governor fuel transfer pump drive. This design has been used for many years and similar problems have not been reported.

These bubs are manufactured by Levejoy Coupling and installed by TDI.

In acccrdance with the requirements of 10 CFR 21, TDI notified the NRC of this potential defect in a component of a DSR or DSRV standby diesel generator in their letter to the Director of the Office of Inspection and Enforcement dated Janury 9,1984.

Interim Progress TVA has received a service information memorandum (SIM) from TDI dated

-January 23, 1984. This SIM is being reviewed for approval by TVA fu use by TVA field personnel in checking for loose hubs in the overspeed governor / fuel booster pump drive ~ coupling.
