C. 20555 Subj ec t : License Amendment Application to Revise Technical Specifica-tions and Associated Bases for Refueling Operations - Containment Penetrations Ladies and Gentlemen Enclosed is an application for an amendment to the Davis-Besse Nuclear Power Station (DBNPS), Unit Number 1 Operating License NPF-3, Appendix A, Technical Specifications, to reflect the changes attached. The proposed changes involve Technical Specification (TS) 3/4.9.4, Refuel-ing Operations - Containment Penetrations, and associated Bases 3/4.9.4, Containment Penetrations. The proposed change vould revise TS Limiting Condition for Operation (LCO) 3.9.4.b to allow both doors of the containment personnel airlock to be open during core alterations or movement of irradiated fuel with-in the containment, provided that certain specified conditions are met. The proposed change vould also clarify TS LCO 3.9.4.c, and would make administrative changes to Action statement 3.9.4.a and Surveillance Requirement (SR) 4.9.4. Associated changes to the Bases are also proposed.
