Gentlemen Enclosed is an application for an amendment to the Davis-Besse Nuclear Power Station. Unit 1 (DBNPS), Operating License Number HPF-3. Appendix A Technical Specifications. This application requests that the procedural detaila of the current Radiological Effluent Technical Specifications (RETS) be relocated from the Technical Specifica*. ions (TS) to the-offsite Dose Calculation Manual (ODCH) or Process control Program (PCP). New programmatic controls for radioactive effluents and radiological environmental monitoring are proposed for incorporation into TS Section 6, " Administrative Controls,' to conform to the regulatory requirements of 10CFR20.106, 40CFR Part 190, 10CFR50.36a, and 10CFR50 Appendix I. The changes proposed by this license amendment request are consistent with the guidance provided by NRC Generic Letter 89-01 (Implementation of Programmatic Controls for Radiological Effluent Technical Specifications in the Administrative Controls Section of the Technical Specifications and the Relocation of Procedural Details of RETS to the Offsite Dose Calculation Manual or the Process Control Program) dated January 31, 1989 (Toledo Edison Log Number 2824).

Changes to the ODCH and PCP to reflect the proposed relocation of RETS procedural details have been prepared in accordance with the proposed changes to TS Section 6, " Administrative ~:ontrols*. Per Generic Letter 89-01, a complete copy of the revised ODCH is enclosed for use as an NRC reference, but not subject to flRC concurrence or approval. This revised ODCH will be implemented following NRC approval of the proposed amendment.
