Final Post-Exercise Assessment of the September 21-22, 1983, Exercise of the Offsite Radiological Emergency Preparedness Plans for the H.B. Robinson Nuclear Power Station Attached are two copies of the Post-Exercise Assessment of the September 21-22, 1983, joint exercise of the of fsite radiological emergency preparedness plans for the H.B. Robinson Nuclear Power Station. The State of South Carolina and Darlington, Chesterfield and Lee Counties participated in the exercise.

The exercise assessment submitted on October 18, 1983, was prepared by Region IV of the Federal Emergency Management Agency (FEMA) and includes the comments of the Regional Assistance Committee.

FEMA Region IV staff will furnish a copy of this final report to the State of South Carolina. Although there were no specific NUREG 0654 deficiencies observed during the exercise, there are several improvements being suggested to the State in Section II, entitled " Detailed Discussion," for some of the facilities and activities evaluated. Additional training and coordination meetings among the various response agencies are being recommended to accomplish these improvements and thereby enhance the emergency response capability of the involved governments and agencies. A schedule of actions regarding these improvements will be requested from the State.

As soon as we receive and analyze the State's response, we will send you the results.

Based on the results of this exercise, there are no deficiencies which impact the original 44 CFR 350 approval for the H.B. Robinson Nuclear Power Station dated December 29, 1981. Also note that all of the deficiencies observed in the October 14, 1982, exercise have been satisfactorily corrected.
