I, Richard L. Marks, being duly sworn, deposes and says:

I am currently employed by PGandE as a member of the onsite Diablo Canyon PGandE Corporation QA/QC Organization. From April 1974 to January 1984 I was employed in the Pullman Power Products Quality Control Group.

Because of the recent allegations and media coverage and concerns, I am submitting this affidavit for the purpose of more accurately defining Pullman Power Products quality intentions than the ideas and opinions expressed by those with enly brief encounters with the firm. Al though no longer with the Pullman Company, I feel a personal obligation to

2. 1. nas been recently stated that individuals would be chastised or even fired if he/she were to bring up too many problems; and that the Q.C.

hierarchy would smother or ignore quality problems for the sake of time schedules and job completions. This is absolutely untrue and inaccurate. In ten years with the Company I saw only a handful of inspectors fired and in each case it was deserved. Not one person was ever fired because of, or relating to, problem finding or even chastised for such activities. The only chastisement an individual ever received was for an inability to function in the job he/she was hired to do.

3. One would only have to look at the vast amount of documented discrepant condition notices and discrepancy reports that exist from other inspectors' findings to realize that no chastisement or firing was ever done because of problem finding. As for Pullman's quality intent, I I

personally watched one document used for erecting and inspecting pipe supports grow from approximately 20 pages in 1974 to 131 pages at present. A large portion of those additions came about because of concerns that inspectors and Q.C. management had. A vast amount of other documents and procedures also grew in the same fasnion.

4. The evidence against the inference that Pullman Q.C. management suppressed problems brought to their attention, is. overwhelming. I believe the motives of each person making such allegations should be examined thoroughly. My personal belief is that some of these individuals had ulterior motives when the.y hired on (i.e., anti-nuclear sympathizers); some had personal problems with management and. devised a way to retaliate; and those that were fired just jumped on the l

1 bureaucratic bandwagon seeking retaliation and re-employment. In each case, I believe their underlying motive outweighs the reality of their statements and is in fact, the reason for their fabricatio.ns. As far as each ' objective allegation goes, I'm glad that the NRC does exist for the safety of everyone; but is the NRC possibly being used unfairly and deviously in a stall tactic?
