1. I am submitting this affidavit to respond to allegations made by IV.

Steve Lockert attached to the motion submitted by Joint Intervenors. I

(' an the " Production Official" referred to in allegation #4.  !#. Lockert alleges that I dismissed his request for access to welder inspection test records with the remark, "kihat are they going to do -- put me in jail?" Either !#. Lockert's memory is faulty or he has chosen to deliberately misstate the facts.

2. On the afternoon of December 12, 1983, Mr. Lockert came into my office in the Area 10 Fab Shop and demanded to see records of weld test inspections. The fact is that I am not required to keep any records. I i

an in the test bay only as a timekeeper and craft supervisor, not as an inspector. Mr. Lockert either knew or should have known that the records he was seeking were the responsibility of Quality Control. Yet despite the fact that I share my office with Mr. Joe Martin, the QC b Inspector for the test bay, and that it. Martin was present during this discussion, Mr. Lockert persisted in asking me about the records. I can also point out that Mr. Lockert could not claim that he did not know who I was, or what my role was, as I had had a previous encounter with him in the field and we both knew each other by sight.

3. When Mr. Lockert persisted in his demands that I give him access to records which he knew I didn't have, I laughed at him and told him to leave my office. He then threatened me with the fact that I was subject to legal action. I realized that he didn't know anything about the test i

l bay and rather than to continue allowing him to harrass me, I told him l

j to "get lost." He then proceeded to storn out of my office.
