1, Armando S. hiasciantonio, first being duly sworn, depose and state:

hiy name is Armando S. Masciantonio. I am employed by the Nuclear Regulatory Commission as the lead project manager for issues related to hiulti Plant Action (hfPA) number X201, failure of Thermo Lag fire barrier material.

On or about October 21,1992, I was informed by hit. Hansraj Ashar, a technical reviewer in the Civil Engineering and Geosciences Bran h, of an article in the October 19 edition of the San Francisco Chronicle which stated that, "A study published by the Nuclear Information and Resource Service.... Indicated that Thermo l.ag's rigid properties could cause it to crack violently and enimble in an earthquake, shearing cables.* The statement was attributed to Mr. Paul Gunter of the Nuclear Information and Resource Senice.

I called Mr. Gunter and an.ed him for details of the study referenced in the newspaper article. He replied that the article was in error and there was no study as stated in the article. He further stated that he had no additional information regarding the behavior of Thermo Lag other than what was already available. No additional discussions have taken place, 4.

The matters stated above are true and correct to the best of my knowledge and belief.
