Application for Renewal of Licenses R-119 for the Zion Nuciaar Training Reactor (Docket 50-87)

The Westinghouse Electric Corporation hereby submits this application for renewal of License R-119 (Docket 50-87) for the Westinghouse Muclear Training Reactor located at Zion, Illinois. In accordance with the provisions of 10CFR50.33 and 10CFR50.34, the attached document provides the necessary general and technical information to support this application for renewal.

This document replaces in its entirety the previous license application submitted September 24, 1970 as revised.

The Final Safety Analysis Report included in Section III of the attachment has been updated to include current required information and reflect facility operations utilizing a graphite reflected core which permits operation with a reduced SNM inventory.

An evaluation of the twenty-four (24) element, graphite-reflected core was performed which concluded that the change to this core configuration did not involve a significant safety issue. This evaluation was submitted to the NRC by letter dated March 19, 1981 with additional information suomitted August 25, 1981. Your letter dated September 28, 1981 concurred witn our conclusion.

The proposed Technical Specifications included in Appendix A of Section III have been changed only to reflect the reduced SNM inventory and current regulatory

The maximum credible accident analysis presented in Chapter 7 of Section III i has not been changed because the analysis conservatively evaluates the l present core configuration.
