AMENDMENT NO. 9 TO FACILITY OPERATING LICENSE NO. R-119 WESTINGHOUSE NUCLEAR TRAINING REACTOR The Connission has issued Amendment No. 9 to Facility Operating License No. R-119 for the Westinghouse Nuclear Reactor. The amendment consists of changes to the technical specifications and Final Safety Analysis Report in response to your submittal dated August 11, 1986.

The amendment reflects the update of the organizational structure of the facility. Your submittal included changes to the Physical Security Plan that should have been submitted to Region III under the provisions of 10 CFR 50.54(p). The Region assumed review responsibility for these changes and has determined that the submitted changes do not decrease the effectiveness of the security plan and are therefore acceptable under the provisions of 10 CFR 50.54(p). Thus, no change to the license is, required concerning the changes to the Physical Security Plan.

Copies of Amendment No. 9 and the related Safety Evaluation are enclosed.
