Mr. Bruce L. Jorgensen of your office has requested that we reply to IE Bulletin No. 78-08 with respect to the Westinghouse Nuclear Training Reactor,. Facility License No. R-119, Docket No. 50-87.
i The Bulletin on page 2 directs "... holders of power, test and research reactor operating licenses where plant design incorporates a fuel ~ element transfer tube..." to take certain itemized actions.
Since the design of the Nuclear Training Reactor does not incorporate a fuel element transfer tube nor any comparable device "... designed to transfer spent fuel between the reactor refueling. canal and a spent fuel stcrage pool...", the' Bulletin is not applicable to our facility, and none of the actions were taken, including ac'. ion number' 5 concerning written reply to the NRC Regional Officc.
