The Westinghouse Electric Corporation hereby submits for your in-formation a document titled " Safety Considerations for the 24

, Element Graphite-Reflected Core". This document was prepared for review by the Westinghouse Nuclear Training Reactor Safeguard Committee in accordance with Section 4.0 of the Technical Specifi-cations. The Reactor Safeguard Committee reviewed the proposed core configuration, operational procedures, and the attached do -

cument. It is the judgement of the Reactor Safeguard Committee that the proposed core configuration does not present or constitute any unreviewed safety questions or involve a change in the technical specifications. Based on this decision by the Reactor Safeguard Committee and in accordance with the provisions of 10 CFR 50.59 (a) (1) (iii) , .the testing program for the 24 Element Graphite-Re-flected Core commenced during January 1981.

The Westinghouse Nuclear-Training Reactor as'it'is currently con-figured (Fig. 1) utilizes a quantity of SNM that exceeds the formula quantity. The modified. core configuration (Fig. 2) is being' con-sidered in an effort to reduce the SNM inventory to less than the formula' quantity. Basically the modified core configuration contains about 4800 grams of Uranium - 235 with graphite reflector assemblies utilized to eccnomize the neutron flux.
