This refers to the routine physical security inspection conducted by Messrs. G. L. Pirtle and B. Drouin of this office on April 8-11 and 15, 1985, of activities at the Westinghouse Nuclear Training Reactor authorized by NRC License No. R-119 and to the discussion of our findings with Mr. G. W. Scholand and other members of your staff at the conclusion of the inspection.

During this inspection, certain of your activities appeared to be in non-compliance with NRC requirements, as specified in the enclosed Appendix.

A written response is required.

In reference to item 1. in the attached Notice of Violation, the NRC staff has concluded that your security plan does not allow alarms to be unmonitored for periods of time identified in Regulatory Guide 5.59. Our conclusion was based on a review of all pertinent information including the positions you expressed in the enforcement conference held on May 3, 1985. You may wish to address this issue with NRC, Headquarters as a separate licensing issue.

Areas examined during this inspection concern a subject matter which is exempt from disclosure according to Section 2.790 of the NRC's " Rules of Practice,"

Part 2, Title 10, Code of Federal Regulations. Consequently, the enclosure to this letter, our report of this inspection, and your response to the noncompli-

, ance identified in the enclosure to this letter will not be placed in the Public Document Room. Therefore, your statement of corrective action regarding the noncompliance identified in the enclosure should be submitted as a separate enclosure to your transmittal letter.

The responses directed by this letter (and the accompanying Notice) are not subject to the clearance procedures of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.
