Application For A License Amendment 7b License R-119 (Docket 50-87) 7b Change l To A W aaaaion only License The Westinghouse Electric Corporation hereby submits this application for an amendment to License R-119 to change to a r m aaamion only license for the facility. The Westinghouse Nuclear Training Reactor located at Zion, Illinois, operated from early 1972 to early 1987. Westinghouse has decided to diamantle the facility and in accordance with the provisions of the license, all fuel and neutron sources have been shipped off-site to DOE facilities for recovery. A dismantling plan will be subnitted for NRC -

apprtwal in the near future.= The purpose of this request is to reduce the current surveillance requirements irm + roted into various license dm= ants ocanmensurate with the actual status of the facility.

Accordingly, attached is a copy of a revised license application which

-incorporates a revised FSAR, Prh Tech Specs, Envisum==ial Inpact-  !

Appraisal and Physical Security Plan. . Because the current-status'of the I facility is such that there is an insignificant potential for an accidental release of radioactive material off-site, this application requests an exemption frcan the requirements for an Emergency Plan.

In addition to having already shipped the fuel and neutron sources off-site, Westinghouse is in the s vciass of preparing'an internal review-in accordance with the provisions of 10CFR50.59 to allow for dismantling of the und.wl elements. .This action is being taken to permit packaging these umprAda as radioactive waste' and thereby reducing further the general radiation level in the facility. 3 l-
