responsibilities of.the dismantling efforts within the Facility. ;
Persons responsible.for physically dismantling the reactor.and i shipping the radioactive materials are the same persons who have' !
actively worked in the Facility handling radioactive materials while the reactor was an operating Facility.
i The Manager of the NTR Facility, K.iren Rueter, has managed the NTR l Facility for over four years. As Manager,-she has been responsible. 1 for reviewing and approving all operating and radiation protection .
procedures within the Facility. She has held a Senior Reactor ]
Operator license for the Facility since 1980. She is responsible- 1 for the safe conduct of the operations at the Facility and will approve all procedures associated with.the dismantling of the reactor and the shipping of the radioactive materials. '
The Training Reactor Coordinator, Roy Sackschewsky,-is responsible i for the implementation and administration of the dismantling plan and procedures. He has held a Senior Reactor Operator license on i the NTR since 1982. He has been the Training Reactor Coordinator l for almost three of the last four years.
i Mr. Fred Ellis is replacing Mr. Jeff Kieffer as the Lead Engineer and Radiation Safety Officer. Mr. Ellis held a Senior Reactor Operator license for the NTR f rom 1978 to 1986. Mr. Ellis worked as the Radiation Safety Of ficer at the NTR Facility for five years- from ;
1978 to 1983. As the Radiation Safety Officer, Mr. Ellis ensured j that the Radiation Safety Practices within the Facility were .
conducted in accordance with NRC and NTR license requirements and I regulations and in such a manner as to maintain exposures of I
personnel as low as reasonably achievable (ALARA). Mr. Ellis, as l Lead Engineer / Radiation Safety Officer, will contribute significantly to the planning of the dismantling activities.and will be responsible for the direct supervision of those assigned to work on the dismantling procedures. He is responsible to conduct dismantling activities in accordance with procedures and to keep .
radiation exposure ALARA. !
Each of these individuals possesses a Pressurized Water' Reactor NRC ;
license or instructor certification at the SRO level. Each has completed a Westinghouse SR0 training program which includes radiation protection principles and. practices. 'Each has taught programs at the NTR to utility license candidates which involved the handling of radioactive materials and principles of ALARA.
Corporate responsibility for radiation safety programs within the NTR Facility is under the offices of Energy Systems Licensing, Safeguards & Safety. Mr. Andy Sabo, Director of Energy Systems Licensing, Safeguards & Safety, and Mr. Joseph Nardi, Manager, Licensing Administration, assume responsibility for the adequacy of the radiation safety programs at the Facility and review the procedures and practices involving radiation protection, as well as industrial hygiene and safety. These individuals are available to
1 the NTR staff for consultation and assistance and to perform audits )
on completion of the procedures and practices.. With regard ~to the 1 dismantling, HMr. Nardi and/or Mr. Sabo will review each of the
. procedures to be utilized in the dismantling and shipment of radioactive materials and ensure that they will be performed in a manner that will maintain exposure ~as' low as reasonable achievable.

dismantling process to audit performance of the procedures;and i ensure compliance with the procedures and approved radiation s practices. Enclosed are the resumes of both Mr. Hardi and Mr. Sabo, j indicating their extensive Health Physics backgrounds.
In addition, the dismantling and radioactive shipment procedures are reviewed by a subcommittee of the Reactor-Safeguards Committee.
Their review of these procedures ensures that adequate precautions are taken to keep the radiation exposure.to individual workers and -
l the public ALARA. .This subcommittee consists of Mr. Andy Sabo, Mr.
Frank Rescek and Mr. Gerald Beck. Mr. Rescek's and Mr. Beck's l resumes are also included in the enclosure.

Sabo is responsible for directing and providing overall coordination and general surveillance of the effectiveness of the safety and health protec-tion activities throughqut the NES Divisions. Mr. Sabo received his B.S. in Biochemistry from the University of Pittsburgh in 1951 and has taken additional course work in industrial hygiene, health physics, and ventilation at the Uni-I versity of Pittsburgh Graduate School of Public Health and at Michigan State University. ;
