ISSUANCE OF AMENDMENT NO.10 TO FACILITY LICENSE N0. R-119 -
CONVERSION OF LICENSE TO P053ESSION-0NLY STATUS The Commission has issued the enclosed Amendment No. 10 to Facility License No. R-119 for the Westinghouse Electric Corporation Nuclear Training Reactor facility located in Zion, Illinois. The amendment, which authorizes posses-sfon, but not operation, of-the reactor facility, has been issued in response to the application for " possession-only" dated June 19, 1987, and supplemented July 30, 1987. The license conditions have been changed to reflect a
" possession-only" status with no special nuclear material on site. The Technical Specifications have been revised to make the surveillance require-ments commensurate with the status of the facility, and a physical security or emergency plan is no longer required.
A copy of the related Safety Evaluation supporting Amendment No. 10 to Facility License No. R-119 also is enclosed.
