Dear Mr. Denton:

At the meeting on November 18, 1981, with Puget Sound Power & Light Company, Northwest Energy Services, and members of your staff, you determined that the NRC Staff would conduct its review of the S/HNP ER and PSAR site change amendments to meet Puget's schedule.

We have reviewed W. H. Regan, Jr. 's memorandum dated December 17, 1981, addressing the S/HNP ER review and feel that the schedule proposed is achievable. Attached is our version of the overall S/HNP schedule which is compatible with Mr. Regan's but also includes milestone dates for the safety review leading to a CP by May 1983. Our schedule was discussed with the Washington State Energy Facility Site Evaluation Council's (EFSEC) Application Review Committee and their consultant, URS, on December 23. They felt our schedule was achievable and agreed to evaluate the possibility of completing the Draf t Environmental Statement before the currently projected date of May 7, 1982. Formal approval of the proposed schedule by the full EFSEC Council will be addressed at their regular meeting on January 11, 1982.

We have tentatively arranged a meeting with members of your staff for January 7, 1982, to discuss our schedule and related matters.

We look forward to working with you and the NRC Staff with the goal of obtaining a CP for the Skagit/Hanford Nuclear Project by May 1983.
