Dear Sir:

Reference is made to your letter of August 31, 1982 to Mr. Lewis, Chairman of the Washington State Energy Facility Site Evaluation Council.

Although your letter does not request a reply from Applicants, we would like to submit the following in the hope that it will be of some assistance.

Addressing your second item first, the December 16, 1982 FEIS probable release date refers to the final EIS for S/HNP.

(The draft EIS was published in April 1982 and issued for comment on May 11, 1982; 47 Fed. Reg. 20234.)

It is our understanding, as indicated on the Schedule of August 9, that EFSEC and the NRC Staff are currently working on the FEIS and do plan to publish it by the end of the year.

With respect to your first item, Applicants do plan to file by September 30, 1982 Amendment No. 7 to the S/HNP ASC/ER.

This amendment will (among other things) update Chapter 1 (need for power) to reflect the 1982 Northwest Regional Forecast (distri-buted to the Board and parties by our letter of June 11, 1982) and other current developments.

Although this amendment will-predate issuance of the Regional Council's plan, we concluded that it might be helpful to file an updated Chapter 1 at this time for the information of EFSEC and the NRC Staff in preparing the final

l EIS.

We recognize that a further update may be needed after issuance of the regional plan, although we believe that our current revision will prove to be consistent with that plan.

g John F. Wolf, Esq., Chairman September 9, 1982 Page Two To avoid any misunderstanding, we wish to comment on the statement in the Board's letter that " Applicants have indicated their intent to rely [on the Regional Council study) for their assessment of this matter".

Although we believe that the Regional Council's plan will be very significant and very helpful to the Board, we would not want the Board to have the impression that we intend to rely exclusively on that plan.

In other words, we don't expect the Regional Council's plan to provide all the answers.

We thus do plan to offer evidence in addition to that plan.
