Dear Judge Wolf:

I want to bring to your attention a circumstance that may ef-feet the hearing schedule for the Skagit/Hanford Nuclear Project and cause an alteration thereto.

This factor is the publica-tion of the joint NRC/EFSEC Final Environmental Impact Statement for the S/HNP.

Our consultant, Mr. Grant Bailey of the URS Company, who is the Project Manager for the development of the FEIS has pro-posed that the "need for power" section of the FEIS should con-sider the electrical energy forecast information being developed by the Northwest Power Planning Council and that a discussion of this subject without.the NWPPC information would be incom-plete.

The Northwest Power Planning Council was created on April 28, 1981, in accordance with the Pacific Northwest Electric Power Planning and Conservation Act.

The NWPPC is a regional body of eight members, including two members each from the States of Idaho, Montana, Oregon and Washington.

The NWPPC is re-quired among other tasks to prepare by April 28, 1983, a con-servation and electric power plan for the region which is to include a 20-year forecast of electrical energy demand.

As I mentioned earlier Mr. Bailey has proposed that the demand information from the NWPPC forecast should be considered in the S/HNP FEIS.

The Applicant, Puget Sound Power and Light, the NRC (through Mr. Jan.Norris), and we concur with this rec-ommendation.

The earliest we expect to review the NWPPC fore-cast is the end of January when a draft copy is scheduled for release.

Therefore, we (NRC and EFSEC) have jointly agreed to reschedule the publication of the S/HNP FEIS to March 1,

1983, or four weeks after the release of the NWPPC draft forecast.

Judge John F. Wolf Page Two November 3, 1982 My primary reason for advising you of this schedule change is because I believe it may impact the start of the safety hear-ings which will cause a rescheduling of the environmental hearings.

Mr. F. Theodore Thomsen, Attorney for the Applicant, has offered to initiate effort on the development of a revised schedule.

It would be useful for all concerned to meet some-time soon to review Mr. Thomsen's proposal and to agree to a reasonable and achievable schedule.

Please let me have your comments.
