Skagit Nuclear Power Project Docket Nos. 50-522 and 50-523
Dear Mr. Denton:
This letter is being written to clarify recent press releases and to advise you of our current planning for the Skagit Nuclear Power Project.
Because of the uncertainties that presently pervade the federal regulation of nuclear power plants, we believe it prudent to defer additional major expenditures on Skagit until the regulatory climate again stabilizes.
Although we hope we are wrong, it appears to us that this may require two or even three years, bear-ing in mind the need for the Commission and industry to take into account the lessons learned at Three Mile Island.
In view of the above circumstances, we are now anticipating a delay in the start of construction of the Skagit Units by a comparable period of time.
The need for additional power generating resources in the Pacific Northwest grows ever more urgent.
We have confidence in the nuclear option.
We continue to believe that the Skagit site is an excellent site.
Accordingly, we intend to continue our efforts to obtain an LWA and Construction Permits for Skagit as soon as possible so that, as matters stabilize, we will be in a position to proceed without delay.
To that end, we will maintain whatever engineering, consulting tnd other capabilities may be necessary to expeditiously complete the pending licensing proceeding.
