Puget Sound Power & Light Company Skagit/Hanford Nuclear Project, Units 1 & 2 Docket Nos. 50-522 and 50-523 Fire Protection Program Gentlemen:

The Skagit/Hanford Nuclear Project (S/HNP) Safety Evaluation Report, NUREG-0309, dated September 1977, indicated that the design as then proposed met General Design Criterion 3, " Fire Protection," and applicable guidelines in effect prior to issuance of Branch Technical Position APCSB 9.5-1, and Appendix A thereto, and was acceptable for the construction permit stage of review. The Nuclear Regulatory Commission Staff also recognized that sufficient flexibility existed in the S/HNP design to allow implementation of any changes necessary to assure compliance with Appendix A to Branch Technical Position 9.5-1.

Puget will compare and evaluate the S/IINP Fire Protection Program vailst the guidelines of the Standard Review Plan, NUREG-0800 Section 9.5.1, dated July 1981, af ter receipt of the Construction Permits for the project.

The S/HNP Fire Protection Program will comply with these guidelines unless deviations are appropriate for plant-specific reasons. The Program will be provided to the Nuclear Regulatory Commission Staff for review and approval.
