Puget Sound Power & Light Company submits herewith Amendment No. 23 to its Preliminary Safety Analysis Report for the Skagit/IIanford Nuclear Project.

Amendment No. 23 revises the Preliminary Safety Analysis Report reflecting the relocation of the Skagit Project to the Hanford Reservation.

The changes are indicated by a dark vertical line in the margin followed by the amendment number to which the change is applicable. Pages affected by Amendment 23 carry the date in the upper right-hand corner.

Instructions for incorporating the material into the PSAR are provided.
