So cL23 Nicholas D. Lewis, Chairman Energy Facility Site Evaluation Council Mail Stop PY-ll 3 Olympia, Washington 98504 Re: Puget Sound Power & Light Company Skagit/Hanford Nuclear Project EFSEC Application No. 81-1
Dear Mr. Lewis,
h As you will recall' from the May 6 and 7 hearing on the application for an NPDES permit for the Skagit/Hanford Nuclear Project (S/HNP) , Applicant's witnesses Van Popering and Page testified that the intake screens for S/HNP will be designed to limit intake openings to 3/8 inch. (Tr. 27,234). This design criterion is presently reflected in Sections 3.4.2.1 and 5.1.3.1 of the Application for Site Certification /En-vironmental Report (ASC/ER) for S/HNP.
As a result of recommendations by the Washington State Departments of Fisheries and Game and the National Marine Fisheries Service that the intake screen should be designed with 1/8 inch openings, Applicant has reconsidered its pro-posed design. Applicant has decided to modify the intake design to limit openings to 1/8 inch while preserving the option of utilizing 3/8 inch openings in the event that WNP-2 tests of its intake screens with 3/8 inch openings establish to the satisfaction of the Council that 3/8 inch openings would be acceptable for S/HNP. The ASC/ER for S/HNP will be amended accordingly.

e Nicholas D. Lewis, Chairman November 8, 1982 Page Two Since this modification rentars the intake design more con-servative from the standpoint of potential impingement and entrainment effects upon aquatic biota, the testimony in the NPDES hearing will not be adversely affected by this change.
Consequently, reopening of that hearing would not be warrgnted.
