Dear Mr. Denton:

We appreciate the meeting with members of your staff on January 7,1982, to discuss the licensing schedule for S/HNP. The schedule as agreed to by the NRC, the Washington State Energy Facility Site Evaluation Council (EFSEC), and the Applicant marks real progress in moving the project forward.

The following points discussed during the meeting appear significant to achieving the schedule milestones:

1. PSAR Amendment 23 and the Application for Site Certification /ER Amendment 4 concern the change of the site from Skagit County to the Hanford Reservation, and will be reviewed in that light by the NRC. The existing NRC Safety Evaluation Report will be supplemented to reflect the change of site, and the review will be conducted using NUREG-0800.
2. The Applicant will devote its resources to ensure that questions receive prompt and thorough responses, and will have appropriate personnel in Bethesda for public discussion of the Staff's review of the amendments.
3. About fifty percent of the Staff reviewers on the Washington Public Power Supply System (Supply System) dockets are available and will be utilized to the extent possible.
4. The description and analysis of the regional geology is a joint effort by Puget and the Supply System. While the NRC will probably not be able to issue a generic SER on regional geology, the Geosciences Branch will ensure continuity in the review and common aspects of the review will be repeated in the S/HNP and Supply System SERs.
5. The Applicant will ensure that Supply System responses on geology are specifically incorporated by reference into the S/HNP docket, except where a response may require amplification due to site specific considerations.

6. Three aspects of the NRC review will go beyond the change of site: NUREG-0718, unresolved safety questions, and the April 21, 1980, generic letter on masonry walls. The Applicant has responded to NUREG-0718 through S/HNP PSAR Amendments 21 and 22 and the Staff has issued a supplemental SER. A meeting will be scheduled with the Generic Issues Branch to discuss the unresolved safety questions and an appropriate amendment submitted. The Applicant will submit a response to the masonry walls letter.
7. The agreed schedule is attached.
