Puget Sound Power & Light Company submits herewith Amendment 24 to its Preliminary C Safety Analysis Report for the Skagit/Ilanford Nuclear Project.

Amendment 24 incorporates reponses to the questions received from the NRC on Amendment 23 and changes to the text and technical clarifications resulting from the response preparation and review.

The changes are indicated by a dark vertical line in the margin followed by the question or amendment number to which the change is applicable. Pages affected by Amendment 24 are identified by the amendment date and number.

l Instructions for incorporating the material into the PSAR are provided.
