Puget Sound Power & Light Company herewith submits Amendment 25 to its Preliminary Safety Analysis Report for the Skagit/Ilanford Nuclear Project.

Amendment 25 provides information on soils, soll structure interaction analy-sis and the Site Boundary turbine shine dose and reflects the removal of ammonia detectors in the control rooms.

The changes are indicated by a dark vertical line in the margin followed by the amendment number to which the change is applicable. Pages affected by Amendment 25 are identified by the amendment date and number.

Instructions for incorporating the material into the PSAR are provided.
