Dear Mr. Grier:

In accordance with Technical Specification 6.9.1.8.1, the following occurrence is reported. The occurrence was discussed with Mr. D. A. Beckman, NRC Resident Inspector, at 0830 and 1430 hours0.0166 days <br />0.397 hours <br />0.00236 weeks <br />5.44115e-4 months <br /> on January 24, 1980.

On January 24, 1980, a problem concerning an overstress condition during a postulated seismic event was confirmed by Duquesne Light Company Mechanical Engineering Department. This problem is associated with pipe support H-95 on Component Cooling Water System line CC-323 in which NUPIPE analysis showed that an overstress condition equal to approximately 2.5 times the allowable stress caused by a high bending moment is predicted to occur during a postulated seismic event.

The plant is presently in Operational Mode 6. The, significance of an overstress condition during a scismic event while in Mode 6 is the possible loss of the Residual Heat Removal System.

Corrective action in the form of alteration of support H-95 to a thret-way restraint will be implemented as soon as possible.
