Mr. James C. Ceppler Regional Dir 3ctor, Region III Office of Inspection and Enforcement U. S. Nuclear Regulatory Commission ,

799 Roosevelt Road Glen Ellyn, Illinois 60137

Dear Mr. Keppler:

This letter is submitted in accordance with 10CFR50.55(e) as a final report regarding the Davis-Besse Nuclear Pcwer Station Unit 1 concerning a potential problem with Westinghouse Motor Control Center 400 amp stabs, which was reported by telecon between our Mr. C. R. Domeck and your Mr. C. C. Williams on March 8, 1977.

Description of the Deficiency NyletterdatedFebruary 25, 1977, Westinghouse informed us that a potential failure problem existed in certain moter control centers supplied by them.

This problem related to 400 amp stabs in that stabs on the starters may not make complete contact with the vertical bus during insertion into the cubicle and/or could lose contact after insertion.

Westinghouse, in their letter, included a description and locction of stabs ,

in question. However, our detailed review of this situation identified additional stabs beyond those identified by Westinghouse. .

. Corrective Action Taken A modified stab design to correct this deficiency was provided by Westinghouse and modification work has been completed on the motor control centers and )

spare parts. This modification work was donc under the supervision of a Westinghouse factory representative in accordance with drawings and instructions provided by them.

Safety Implications The correction of the deficiency as described above prior to the operation of the facility assures that the health and safety of the public are not jeopar-dized.

Yours very truly, S001150 h y g as .
