Dear Mr. Keppler:

This letter is submitted in accordance with 10CFR 50.55(e) as a final 1 instrument report regarding the Davis-Besse Nuclear Power Station Unit riounting bracket deficiency, which was reported by telecon between our Mr. C. R. Domeck and your Mr. F. Jablonski on October 1, 1976.

Description of the Deficiency Instrumentation associated with the NSSS has been supplied by Babcock &

Much of Wilco'x, but has been installed by our instrument contractor.

the instrumentation is nuclear safety related, and as a result, must be

' seismically installed. Nuclear safety related Bailey differential pressure transmitters uith the generic designation BY were supplied with standard Bailey mounting brackets and were installed using these brackets on seismically qualified instrument mounts. It was later discovered that the mounting brackets had not been scismically qualified.

Corrective Action Taken The mounting bracket design has been reviewed and analyzed by Bechtel Company, our Architect-Engineer, and has been found to be adequate to withstand the worst condition that could occur during the maximum possibic carthquake as defined in the FSAR.
