Dear Dr. Knuth:

This letter is submitted as an interim report regarding the buckling of stainless steel plate areas in the top one third of the borated water storage tank at the Davis-Besse Nuclear Power Station, Unic #1. This was discussed by Mr. J. D. Lenardson, Quality Assurance Manager, with Mr. J. W. Sutton and Mr. D. W. Hayes, NRC Region III Office of Inspection and Enforcenent, on February 11, 1976. This condition is viewed as a significant deficiency pursuant to 10CFR50.55.

The borated water storage tank is utilized during construction to tenpor-arily store clean water for use in flushing and cleaning of coupleted portions of systems. Buckling occurred during flushing water draw down activities. Excess vacuum was created by an inoperative vacuum relief valve which had frozen in a partially open position. The necessary repairs will be accomplished by Chicago Bridge and Iron, following final engineering evaluation of the extent of danage and repair =ethod to be employed.

A definitive report of the deficiency, analysis cf the safety implications, and the corrective action taken, will be submitted to your office in accordance with 10CFR5050.55 upon co=pletion of our study of this problem.
