On February 10, 1978, Florida Power Corporation received Mr. Reid's letter of February 3,1978 requesting us to review our Fire Protection Program for CR #3 for conformance with the NRC's guideline entitled

" Nuclear Plant Fire Protection Functional Responsibilities, Adminis-trative Controls, and Quality Assurance".

Attached is a copy of the results of car review which identifies those areas where we meet the specific guidelines or have an alternative method by which we achieve a commensurate level of fire protection at CR #3. Our response follows the same format as the NRC guidelino.

FPC RESPONSE.TO NRC GUIDELINES ON FIRE-PROTECTION  !

FIRE PROTECTION ORGANIZATION 1

1.0 Organizational Responsibilities t

The CR #3 Fire Protection' Program will define the organizational responsibilities and lines of communication pertaining to fire protection for various

-positions through the use of organizational charts and functional ~ descriptions

,of each position's, responsibilities. These organizational charts and functional. descriptions will address the areas covered by NRC guidelines Items a. through-f.

2.0 " Qualifications e The CR #3 Fire Protection Program will address the qualifications of the personnel associated with the Fire Protection. Program and Systems and will demonstrate that the general NRC guidelines in Items a. through d.

1 FIRE BRIGADE TRAINING t

The CR #3 fire training program consist of an initial classroom instruction program followed by periodic classroom retraining, practice in fire fighting and fire drills.

l.0 . Classroom Training The clas,sroom training program described in the CR #3 Fire Protection Program satisfies' the general NRC guidelines in Items a. through c. The CR.#3 training program requires retraining of the fire brigade members once per year on an staggered basis. It is our contention that this

' retraining program cycle is equivalent to the NRC guidleine in Item d.

t 2.0 ~ Practice-

~ The CR #3 Fire. Protection Program will address the practice sessions held at-intervals not to exceed 1 year for each fire brigade member.

These practice sessions will satisfy the NRC guidleines.

    • . 4.0 Rtcords The CR #3 Fire Protection Program will state that records of training for the fire brigade' members are maintained and available for review, in accordance with_the NRC guideline document.

CONTROL 0F COMBUSTIBLES The CR #3 Fire Protection Program will identify the administrative controls that are established to minimize the amount of combustibles used within the plant. Both day-to-day activities and special. procedures in the handling and use of combustibles are controlled to minimize fire

. hazards in the plant to the extent practicable. Operations and naintenance instructions include requirements for good " Housekeeping'," these controls govern the removal of all waste, debris, scrap, rags, oil spills or other combustibles resulting from work activity. A work request form will be used to initiate all maintenance and modifications to the plant.

Special fire-safety precautions are impored as required by the nature of t the work and are spelled out on the work requesc. When required, written approved procedures are used for all mLintenance work on safety-related' systems, equipment and components. The work request is reviewed and approved by the mechanical or electrical supervisor prior to start of work. Compliance is responsible for reviewing work requests to assure that safety-related activities are performed in accordance with Plant Operating Quality Assurance Manual (P0QAM). These administrative controls, plus the fact that the plant layout provides for isolation of the major combustibles from safety related components and that the safety related and safe shutdown equipment used at CR #3 minimize the amount of oil and other combustible materials required, tend to reduce fire hazards at CR #3 and meet the intent of the NRC guidelines.

CONTROL OF IGNITION SOURCES 1.0 Administrative Controls The CR #3 Fira Protection Progam will describe the administrative controls esi.ablished at CR #3 to prevent fires from work involving ignition sources. -

2.3 Control of Welding, Cutting, Grinding, and Open Flame Work

~ Activities involving ignition sources shall be controlled by the use of a Fire Prevention Work Permit, which is issued under the guidelines of CP-ll8 " Fire Prevention Work Permit Procedure." The permit is obtained by the Maintenance Superintendent. A persor, designated by the Maintenance Superintendent simil survey the work area for flammables and for the presence of ample portable extinguishers. Combustibles which cannct be removed are shielded from flames or specks. The procedure requires that a person be designated as fire watch during and after the work. The fire watch is continued during lunch, and rest periods and for one-half hour after completion of the work. The plant operators are notified prior to start-and after conclusion of work.

Welding, cutting or spark-producing work is prohibited in the cable spreading. room, engineered safeguards switchgear rooms, battery rooms,

. control-rod-drive equipment room and control center durin modes 1, 2 or 3 (power operations, startup, hot standby) gunless operational permission is given by the Nuclear Plant Manager. Welding, cutting or spark-producing work conducted in these areas must be performed in accordance with SP-ll8..

These controls meet the intent of the flRC guideleines (Items a. through c.) concerning the con',ol of ignition sources.

3.0 Leak Testing The use of open flame or combustion smoke for leak testing is p'rohibited at CR #3. .

4.0 Smoking and Ignition Source Restriction The CR #3 Fire Protection Program will state that smoking is prohibited in safety-related areas which are identified with "No S;aking" signs.

FlREFIGHTINGpROCEDURES Detailed fire fighting procedures have been developed at CR #3 to cover such items as notification of a fire, fire energency prc:edures, and coordination of fire fighting activities. These fire fighting procedures cover the NRC guidelines contained in Items a. , b. , c. , e. , f. , and g.

The flRC guideline addressing fire strategies (Item d.) is covered by the CR #3 pre-fire planning and fire drill training and provides a commensurate level of fire protection. The CR #3 Fire Protection Program will provide an overview of these procedures identifying the areas covered within the procedures.

QUALITY PROGRAM Florida Power Corporation has an NRC approved overall QA program and the Fire Protection-Program for CR #3 is controlled under this existing QA program, which precludes the establishment of a unique QA program Or fire protection.

Activities at CR #3 are controlled under the Plant Operating Quality

.. Assurance Manual (P0QAM). The P0QAM provides measures to accomplish plant activities using written, approved procedures. The plant activities relating to the fire. protection program are covered by procedures, and these procedures are a part of P00AM. Additions and changes to accomplish new activities undergo the same review and approval. Measures are available through the P00Att for coverage of safety-related or non-safety-related activities. All activities performed under P0QAt1 are auditable and compliance with the established measures is covered by the ,

- Compliance Engineer and his staff. This mechanism assures that activities, including those associated with the Fire Protection Program, are properly executed and that necessary records are maintained, and that nonconforming conditions are identified and prompt corrective action is taken as required.
