nocab-question1: The Licensee has stated in several public forums that they are not interested in forming a CAB. The State of New Jersey has formed a Safety Advisory Board to monitor the decommissioning the Oyster

Creek plant. It is not clear if the general public will be participating on the Board. The currently identified Board members are all public officials.

nocab-question2: The Licensee does not see any value in forming a CAB. The Licensee believes that they are fully capable of providing the necessary transparency to the public regarding the decommissioning activities at the site.

nocab-question3: The Licensee plans to hold Public Forums to inform the public regarding the status of the decommissioning process. The initial Public Forum was held on 9/23/2019 during which the Licensee did not provide answers or incomplete answers to a number of questions from the public. The Licensee also requested that all questions be submitted in writing which made the participants suspicious that the questions were being pre-screened before being selected.

Published articles about the meeting which highlighted the above issues were emailed to Bruce Watson on 10/4/2019 at Docket ID NRC-2019-0073-0001 NEIMA Section 108 Public Meeting Oyster Creek.

nocab-question4: There are no advantages to not having a CAB unless you are a licensee who is not interested in transparency and building trust with the local community. Also see the published articles mentioned in Item 3 for additional details on this topic.

nocab-question5: The lack of a voice for the public whose dollars were contributed to the trust fund. There will be no public communication or education; only that which is determined by the Licensee. The public also has expertise that could provide valuable insights to the Licensee during the decommissioning process. A number of excellent comments were made during the public meeting in support of local CABs including making CABs mandatory for plants undergoing decommissioning. The public could decide to opt out of forming a CAB but such a decision should not be left up to Licensee to decide.
