OF MAY 30, 2019, CLOSED MEETING WITH WESTINGHOUSE ELECTRIC COMPANY TO DISCUSS COMMON QUALIFIED PLATFORM TOPICAL REPORT (WCAP-16097)

WATCHDOG TIMER CHANGES (EPID: L-2019-TOP-0012)

On May 30, 2019, the U. S. Nuclear Regulatory Commission (NRC) staff held a closed, pre-submittal meeting with representatives of Westinghouse Electric Company (Westinghouse).

The meeting was to discuss the common qualified platform topical report (WCAP-16097, Common Qualified Platform Topical Report) watchdog timer revision.

During the meeting, the NRC staff and Westinghouse representatives engaged in numerous clarification discussions and questions and answers on the proposed changes. The information discussed was proprietary, so no details of the discussions are provided.

Following the technical discussions, the NRC staff and Westinghouse representatives discussed using the evaluation of the revisions as a test case for the procedural changes being considered to the topical report process. The NRC staff felt that these changes could be evaluated under the simplified safety evaluation (SE) process being considered. Westinghouse agreed that this evaluation could be a test case for the simplified SE process. The NRC explained that some of the time associated with this evaluation could be charged to the ongoing work for the transformation which would reduce the fees associated with the review.
