Westinghouse License Renewal - ISA Review- Conference Call Summary

Robert, On December 6, 2017, the U.S. Nuclear Regulatory Commission (NRC) staff held a conference call with staff from Westinghouse CFFF to discuss the license renewal ISA review including proposed license conditions as a result of the licensees RAI responses and NRC site visit (Nov1-2, 2017). NRC staff discussed the proposed conditions to clarify the intent and need for the license conditions. NRC staff informed the licensee that the conditions will most likely change with new information, legal and managements review.

NRC staff briefly explained the proposed conditions related to the definitions for unlikely, highly unlikely, and credible as used in the evaluation of all process safety hazards in its integrated safety analyses. The NRC staff informed the licensee that they shall submit the definitions within 60 days of issuance of the license. The licensee shall complete an evaluation of the implementation of the definition, incredible, and subcritical by geometry as applied to accident sequences and events in the ISA. The evaluation and changes to associated documentation shall be completed and justifications submitted by no later than 180 days after submittal of the definitions.

The licensee informed the staff that they will not be re-defining unlikely, highly unlikely, and credible and therefore, will not be submitting any new definitions. Westinghouse will be following the definitions that are in the license application. The licensee added that they will complete the evaluation and identify all the accident sequences by January 30, 2018. The licensee also informed the NRC that they will add a statement in the license application to commit to conducting a periodic review of the implementation of the definitions across all process safety hazards in the ISA this will be added in response to RAI #13.
