On March 27, 2019, the U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public teleconference with Westinghouse Electric Company, LLC (WEC), Columbia Fuel Fabrication Facility. The purpose of the meeting was to allow the WEC staff an opportunity to describe their proposed responses to the request for additional information (RAI) submitted January 18, 2019, (Agencywide Documents Access and Management System Accession Number ML18308A008). The RAI response package will include an updated submittal of the license renewal application and environmental report.
The WEC staff provided an overview of their proposed responses to the RAIs. They plan to submit the formal package to the NRC staff on March 28th. It will include the RAI responses, an updated environmental report, and updated license renewal application. A more in depth summary of the call is provided in Enclosure 1 and the meeting participants in Enclosure 2.

Westinghouse Electric Company, LLC (WEC) presented their proposed responses to the U.S.
Nuclear Regulatory Commissions (NRCs) request for additional information (RAI) regarding the environmental program for the license renewal application (LRA) and related environmental report (ER).
BACKGROUND:
In June 2018, the NRC published its Environmental Assessment (EA) and Finding of No Significant Impact (FONSI) related to the license renewal review. In July 2018, WEC notified the NRC of a leak that released contamination into the subsurface and that they were pursuing additional investigation into a separate leak from a contaminated wastewater pipe. Since this information emerged after the NRC published its EA and FONSI, the NRC staff decided to re-open the environmental review. The NRC staff developed RAIs related to WECs environmental protection and decommissioning programs, dated January 18, 2019, (Agencywide Documents Access and Management System Accession Number ML18308A008).
In the teleconference, WEC staff provided an overview of their proposed responses to the RAIs, prior to the planned formal submittal on March 28, 2019.
DISCUSSION:
The WEC staff stated their submittal will include a letter that summarizes their response to each RAI (i.e., RAI ENV-1 and 2), an updated ER, and updated LRA. This submittal will incorporate all RAI responses since 2014 and will supersede the previous responses. The NRC staff confirmed that this approach would be acceptable. The WEC staff indicated they would provide a redline strikeout version of the documents on their SharePoint site to facilitate the NRC staffs review.
The WEC staff provided an overview of their responses to the RAIs starting with RAI ENV-1.
They updated the ER in multiple locations to address environmental impacts related to groundwater and surface water from radiological contaminants. The WEC staff stated they will only summarize preliminary results from ongoing investigations of the potential migration pathways. WEC is dividing the site into Operable Units. However, those units are not defined in the ER or LRA because WEC has not received final approval for the Operable Units from the South Carolina Department of Health and Environmental Control (State). The WEC staff stated that they will provide environmental monitoring data from 2010 to present. However, if the NRC needs data from 2007-2010, they will need more time to access that information. The WEC staff explained that the ER was updated to include information on three leaks and one flood event that occurred since 2007 including: a 2011 contaminated waste water line leak; a 2014 leak from a cylinder recertification transfer line; a 2015 flood event; and a 2018 hydrofluoric spiking station leak.
Enclosure 1
For its response to RAI ENV-2, the WEC staff explained that they updated Chapters 10, Environmental Protection, and 11, Decommissioning Planning, of the LRA. Chapter 10 was revised to include a reference to their conceptual site model (CSM). Other changes included groundwater well monitoring and sampling. The CSM will be used over time to identify any data gaps where additional sampling should be conducted. The CSM will also be used to optimize the location of future sampling sites. The WEC staff believes the CSM and the use of Operable Units will address all potential receptors.
The WEC staff indicated that its Consent Agreement with the State will address past releases.
The Consent Agreement replaces the Voluntary Cleanup Contract that was in place between WEC and the State, which only addressed volatile organic compounds in groundwater. WEC has developed a new remediation procedure, referenced in Chapter 11 of the LRA, which will be used to address future leaks and spills. The new remediation procedure will be made available for the NRC staff review but will not be included as part of the RAI responses. The WEC staff stated their environmental program, CSM, and remediation procedure will prevent offsite contamination, minimize onsite contamination, and comply with regulatory requirements. The WEC staff indicated the data in their submittal is current through 2018 and the site description is consistent with the 2019 Integrated Safety Analysis Summary update.
The WEC staff confirmed the RAI responses would be submitted to the NRCs Document Control Desk by March 29, 2019. The NRC staff will review the response and notify WEC with any follow-up issues.
RESULTS:
The NRC staff received a description of WECs proposed RAI responses and asked for clarification on a number of issues about the structure of the submittal, location of data, and WECs plans to provide supporting documentation.
