MONTICELLO NUCLEAR GENERATING PLANT NRC INITIAL LICENSE EXAMINATION REPORT 05000263/2007302(DRS)
Dear Mr. OConnor:
On October 3, 2007, Monticello Nuclear Generating Plant (MNGP) trainers administered an initial operator license re-take written examination to a license applicant that failed the February 2007 initial license written examination. The enclosed report documents the results of the re-take examination which were discussed on October 3, 2007, with Mr. J. Earl, MNGP Operations Training Supervisor. There were no post-examination comments submitted by the facility.
One Senior Reactor Operator (SRO) applicant was administered a re-take written examination.
The applicant was a previously licensed Reactor Operator at MNGP. The result of the examination was finalized on October 30, 2007. The applicant passed the re-take written examination and was issued a Senior Reactor Operator license.
In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room, or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS), accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room). A written re-take initial operator licensing examination was administered by Monticello Nuclear Generating Plant training department personnel in accordance with the guidance of NUREG-1021, AOperator Licensing Examination Standards for Power Reactors,@ Revision 9.
Examination Summary:
One Senior Reactor Operator applicant passed the written re-take examination. The operating test was waived based on the applicants performance on a previous NRC examination. The applicant was issued a Senior Reactor Operator license. (Section 4OA5.1).

.1 Initial Licensing Examinations
a. Examination Scope
Members of the Monticello Nuclear Generating Plant Training Department prepared the examination outline and developed the written examination. The operating test was waived for the applicant based on the applicants performance on a February 2007 license examination. The training staff administered the written re-take examination on October 3, 2007. The station=s examination developers and the NRC examiners used the guidance established in NUREG-1021, AOperator Licensing Examination Standards for Power Reactors,@ Revision 9, to prepare, validate, revise, administer, and grade the examination.
b. Findings
Written Examination During the validation of the written examination several questions were modified or replaced as requested by the NRC examiners. Changes made to the written examination were documented on Form ES-401-9, AWritten Examination Review Worksheet,@ which is available electronically in the NRC Public Document Room or from the Publicly Available Records component of NRC's document system (ADAMS). Less than 20 percent of the examination was considered unsatisfactory for examination use and therefore, met the NRC=s expectations for a submitted examination. There were no comments from the NRC examiners on the submitted examination outline. The licensee stated that there were no written examination post-examination comments for consideration by the NRC examiners. The NRC examiners graded the written examination on October 25, 2007.
Operating Test Because of the applicants performance on the operating test administered during February 2007, the applicants request for a waiver of an operating test was granted. No operating test was developed for this examination.
Examination Results The Senior Reactor Operator applicant was administered a written retake examination.
The applicant passed the examination and was issued an operating license.
.2 Examination Security
a. Scope
The NRC examiners reviewed the licensee's implementation of examination security requirements during the examination development and administration to assure compliance with 10 CFR 55.49, AIntegrity of Examinations and Tests.@ The examiners used the guidelines provided in NUREG 1021, "Operator Licensing Examination Standards for Power Reactors,@ to determine acceptability of the licensee=s examination security activities.
b. Findings
No findings of significance were observed in the area of examination security.
4OA6 Meetings
Exit Meeting The chief examiner, Mr. Dell McNeil, Senior Operations Engineer, and Mr. John Earl, Operations Training Manager, discussed the stations preliminary grading results for the re-take written examination on October 3, 2007. The chief examiner asked the licensee whether any of the material used to develop or administer the examination should be considered proprietary. No proprietary or sensitive information was identified during the examination development or exit meeting.
