GRAND GULF NUCLEAR STATION - NRC SECURITY INSPECTION REPORT 05000416/2012404

Dear Mr. Perito:

On July 12, 2012, the U.S. Nuclear Regulatory Commission (NRC) completed a security baseline inspection at your Grand Gulf Nuclear Station. The inspection covered one or more of the key attributes of the security cornerstone of the NRC's Reactor Oversight Process. The enclosed inspection report documents the inspection results, which were discussed on July 12, 2012, with you, and other members of your staff.

The inspection examined activities conducted under your license as they relate to security and compliance with the Commissions rules and regulations and with the conditions of your license.

The inspector reviewed selected procedures and records, observed activities, and interviewed personnel.

Two NRC identified and one self-revealing findings of very low security significance (i.e., Green as determined by the Physical Protection Significance Determination Process) were identified during this inspection. These deficiencies were promptly corrected or compensated for, and the plant was in compliance with applicable physical protection and security requirements within the scope of this inspection before the inspectors left the area. These findings were determined to involve violations of NRC requirements. Further, a licensee-identified violation which was determined to be of very low security significance is listed in this report. However, the NRC is treating these violations as noncited violations (NCVs) consistent with Section 2.3.2 of the Enforcement Policy.

If you contest any NCV in the enclosed report, you should provide a response within 30 days of the date of this inspection report, with the basis for your denial, to the Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington DC 20555-0001; with copies to the Regional Administrator, Region IV; the Director, Office of Enforcement, United States Nuclear Regulatory Commission, Washington, DC 20555-0001; and the NRC Resident Inspectors at Grand Gulf Nuclear Station.

Enclosure transmittal herewith contains SUNSI. When separated from enclosure, this transmittal document is decontrolled. Three crosscutting aspects were assigned to these findings. All had crosscutting aspects in the area of human performance: 1) associated with management oversight, because security management failed to provide adequate oversight of the security training program H4.c];

2) associated with decision making, because it involved the failure to ensure the effective communication of decisions and the basis of decisions to personnel in order to appropriately perform security work activities H1.c]; and, 3) associated with work practices, because it involved the failure to use human error prevention techniques such as self and peer checking

If you disagree with any crosscutting aspect assignment in this report, you should provide a response within 30 days of the date of this report, with the basis for your disagreement, to Regional Administrator, Region IV; and the NRC Resident Inspectors at Grand Gulf Nuclear Station.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's Agencywide Document Access and Management System (ADAMS). However, the material enclosed herewith contains Security-Related Information in accordance with 10 CFR 2.390(d)(1) and its disclosure to unauthorized individuals could present a security vulnerability.
