ANNUAL ASSESSMENT LETTER FOR DAVIS-BESSE NUCLEAR POWER STATION (REPORT 05000346/2016006)

Dear Mr. Boles:

The NRC has completed its end-of-cycle performance assessment of Davis-Besse Nuclear Power Station, reviewing performance indicators (PIs), inspection results, and enforcement actions from January 1, 2016, through December 31, 2016. This letter informs you of the NRCs assessment of your facility during this period and its plans for future inspections at your facility.

The NRC concluded that overall performance at your facility preserved public health and safety.

The NRC determined the performance at Davis-Besse Nuclear Power Station during the most recent quarter was within the Regulatory Response Column, the second highest performance column of the NRCs Reactor Oversight Process (ROP) Action Matrix. This conclusion was based on the performance indicator (PI) for Unplanned SCRAMS with Complications under the Initiating Events cornerstone. This PI was White in the first quarter of 2016, but returned to Green in the second quarter. On September 10, 2016, Davis-Besse experienced another Unplanned Scram with Complications input to the performance indicator which returned the PI to White for the third and fourth quarters of 2016. The scram was described in Inspection Report 05000346/2016003 (ADAMS Accession Number ML16309A098) sent on November 4, 2016.

Therefore, in addition to ROP baseline inspections, the NRC plans to conduct a supplemental inspection in accordance with Inspection Procedure (IP) 95001, Supplemental Inspection Response to Action Matrix Column 2 Inputs of your actions to address the conditions that resulted in the White PI. This IP is conducted to provide assurance that the root cause and contributing cause of risk significant performance issues related to the Unplanned SCRAMS with Complications PI are understood, the extent of condition and the extent of cause are identified, and the corrective actions are sufficient to prevent recurrence.

On February 13, 2017, the NRC was notified of your readiness for the supplemental inspection to review the actions taken to address the performance issues with the White performance indicator. Therefore, the NRC has scheduled this supplemental inspection for the week of March 6, 2017. Davis-Besse remains in the Regulatory Response Column for a PI in the Unplanned SCRAMS with Complications that crossed the green-to-white threshold until satisfactory completion of IP 95001, return of the PI to the Green performance band, and issuance of the IP 95001 inspection report and associated assessment letter if no other inputs exist that would preclude Davis-Besse from returning to the Licensee Response Column.

The enclosed inspection plan lists the inspections scheduled through December 31, 2018.

The NRC provides the inspection plan to allow for the resolution of any scheduling conflicts and personnel availability issues. Routine inspections performed by resident inspectors are not included in the inspection plan. The inspections listed during the last twelve months of the inspection plan are tentative and may be revised. The NRC will contact you as soon as possible to discuss changes to the inspection plan should circumstances warrant any changes.

This inspection plan does not include the plan for security-related inspections, which will be sent via separate, non-publicly available correspondence.

In addition to the inspection using IP 95001, the NRC will conduct an inspection during your emergency plan exercise in May 2017 in accordance with IPs in the 71114 area, Reactor Safety Emergency Preparedness. In July 2017 the NRC will conduct a team biennial inspection using IP 71152, Problem Identification and Resoultion.

In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390 of the NRCs Rules of Practice, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS).
