Dear Mr. Denton:

Enclosed please find ten (10) copies of the New Jersey Department of the Public Advocate's petition to order Public Service Electric & Gas Co. ( "PSE&G") to show cause why it should not be restrained from restarting the Salem Nuclear Generating Station, until PSE&G has demonstrated (1) that it has properly analyzed the causes of the reactor circuit-trip breaker failures on February 22 and 25, 1983; (2) that it has proposed and established adequate remedial systems; and (3) that its overallquality assur-ance, maintenance and management programs are adequate to protect the public health, safety and welfare. The Public Advocate further requests that a public hearing be held on the above questions before a duly appointed Atomic Safety and Licensing Board, where the Public Advocate would seek to participate and offer expert testimony on the above. In support of this petition, the Public Advocate relies in part on the affidavit of Dale G. Bridenbaugh, a licensed nuclear engineer (Attachment A) .
