RESOLUTION NO. 79-/9.f REQUESTING THE ATOMIC SAFETY AND LICENSING BOARD TO DENY THE REQUEST BEFORE IT TO EXPAND STORAGE CAPACITY FOR RADIOACTIVE NUCLEAR WASTE AT ARTIFICIAL ISLAND, NEW JERSEY Whereas, for the first two decades of the nuclear era, little attention was paid to the question of the long-term or permanent disposal of nuclear waste; and Whereas, with temporary storage readily available, it was assumed that technical problems associated with the ultimate disposal of radioactive wastes could be easily resolved in good time; and Whereas, the repDocessing of spent fuel was routinely accepted as an integral part of any final solution to the raioactive waste management problem; and Whereas, a major setback to the likelihood of this solution occurred in April 1977 when President Carter announced his decision to indefinitely. defer reprocessing and recycling of commercial reactor spent fuel in support of the nation 1 s non-proliferation goals; and Whereas, in line with the earlier thinking Public Service Electric and Gas Company had planned to reprocess the radioactive waste generated by its nuclear power facilities on Artificial Island, New Jersey and received permission to operate there a temporary on-site spent fuel storage facility of limited capacity; and Whereas, P.S.E. & G. is now seeking to quadruple the storage capacity for spend fuel elements at this site on a long term rather than a temporary basis because of th:e! shift in U.S.

policy; and Whereas, Council feels that permitting stop-gap measures of this type serves to reduce the pressure on the federal government and the electrical utility industry to come up with an adequate waste management program which will provide a more permanent solution to the problem of radioactive nuclear__.-~-

~ow, therefore, be it Resolved:

That County Council asks the Atomic Safety and Licensing Board of the Nuclear Re~ulating Commission to deny the request of Public Service Electric and Gas Co. to more than quadruple its capacity to store spent nu cl ear fuel rods at its Sal em I facility until a more permanent solution to the nuclear waste disposal problem is developed and implemented.
