Intervenors, Colemans, read with interest the "Request for Official Notice" recently submitted by the licensee in the above matter~ It is our view that the President's announced Program on Radioactive Waste Managemen_t is wholly consistent with the positions taken by both the Coleman's and Lower AllmJays Creek in opposing the heretofore untried cption of high density spent fuel storage at the Salem One reactor. Accordingly~ Intervcnors join in Public Service's Request for Notice and specifically note the follm\ing portions of the President's position paper for*. the Board's consideration:

The safe interim storage of corrnnercial spent fuel from nuclear power reactors will continue to be the responsibility of the utilities operating these plants until a pennanent geologic repository capability exists.

However, the Administration will continue to press for legislation to build or acquire limited spent fuel storage capacity at one or more

  • away-from-reactor (AFR) facilities for those . *
  • utilities unable to expand their storage capabilities and for limited amounts of foreign ...

With this combination of pennanent. disposal by the mid-1990 '5 and AFR's by the mid-1980's, the reracking of Salem One is clearly not required.

Moreover, due to its continuing unreliability, the proposal for high density spent fuel storage at the Salem One reactor fails to comport with the standards for safety also articulated by the President's program. A news article appearing in the Camden Courier Post on February 13, 1980 reported the continuing inability of Public Service to correct the leak at its Salem One, Spent Fuel Pool. We are relying solely upon news reports since licensee, while submitting material from the Office of the President, has not deemed it relevant apparently to apprise the Board and parties as to the ongoing efforts .* '. .
