Comments On LCR # 88-16311 Duck.at # : 50-272 & 50~
Salem Nuclear Generating Station Unit 1 & 2.
On December 30, 1988, Public Service Electric and Gas Company submitted a request for amendment of facility operating licenses DPR-70 DPR-75 for Salem Units 1
& 2. The License change request incorporates a new fuel design, the Vantage 5 Hybrid (V5H) for the eighth and the fifth refueling outages for Units 1 & 2 respectively.
The new fuel (V5H) uses grids of Zircalloy-4 instead of inconel as utilized in the standard fuel assembly.
The significant hazards consideration provided in the amendment does not include an evaluation of the potential generation of an excessive amount of hydrogen as a result of metal-water reaction involving the grid and the reactor coolant under a postulated Loss of Coolant Accident (LOCA).
In addition, 10 CFR 50.44 does not stipulate the fuel grid as a source of hydrogen under a postulated LOCA. Never-the-less, the total mass cf Zircallc::l-4 used i11 t1'1e core grid and
~the potential for excessive hydrogen generation warrants an evaluation before a
determination of no significant hazard consideration can be rendered.
