SUBJECT: CRYSTAL RIVER UNIT 3 NUCLEAR GENERATING PLANT - NRC SECURITY INSPECTION REPORT 05000302/2017401, AND INDEPENDENT SPENT FUEL STORAGE INSTALLATION SECURITY INSPECTION REPORT 07201035/2017401

Dear Mr. Hobbs:

This letter refers to the Decommissioning Nuclear Power Reactor and Independent Spent Fuel Storage Installation Security Inspections conducted at Crystal River Unit 3 Nuclear Generating Plant, March 27 - 30, 2017. The inspection examined activities conducted under your license as they relate to security and compliance with the Nuclear Regulatory Commission's (NRC) rules and regulations and with the conditions of your license. The inspectors reviewed selected procedures and records, observed various security activities, and interviewed personnel.

The enclosed report documents the inspection results which were discussed with you and members of your staff on March 30, 2017. No findings or violations of more than minor significance were identified during the inspection.

In accordance with Title 10 of the Code of Federal Regulations (10 CFR) Part 2.390 of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's Agencywide Document Access and Management System (ADAMS). ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).

Enclosure contains Sensitive Unclassified Non-Safeguards Information. When separated from the enclosure, the transmittal document is decontrolled. However, because the enclosed report contains Security-Related Information, it will not be publically available in accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390(d)(1). If you choose to provide a response and if Security-Related Information

is necessary to provide an acceptable response, please mark your entire response "Security-Related Information - Withhold from Public Disclosure under 10 CFR §2.390," in accordance with 10 CFR §2.390(d)(1) and follow the instructions for withholding in 10 CFR §2.390(b)(1). In accordance with 10 CFR §2.390(b)(1)(ii), the NRC is waiving the affidavit requirements for your response.
