REGARDING EXTENDED ALLOWED OUTAGE TIMES ,

FOR THE EMERGENCY DIESEL GENERATORS l By letter dated November 7,1996, the NRC staff requested additional information regarding our  !

! proposed change to the Vogtle Electric Generating Plant (VEGP) Technical Specifications (TS) to

, increase the allowed outage times (AOT) for the emergency diesel generators. Specifically, the proposed change would extend the current AOT of 3 days to 14 days. The request for additional information (RAI) covered the following specific areas:

1. GPC was requested to provide a mark-up of all TS sections issued on September 25, 'l 1996, that will be affected by the proposed 14-day AOT; I 7 GPC was requested to provide additional information regarding the evaluation of the impact on core damage frequency (CDF) of the proposed 14-day AOT; and
3. GPC was requested to provide additional information regarding a ConEguration Risk  !

Management Program.

4. GPC was requested to inform NRC staff when plant documentation was in place
providing specific guidance for cross-connecting an EDG of one unit to the Class 1E .

- Ptige 2 With respect to the first item, GPC will provide a mark-up of the appropriate TS pages. Our schedule for providing the mark-ups is discussed below with the discussion ofitem 3. With respect to items 2 and 3, GPC is in the process of updating the PRA model to incorporate the Standby 2

Auxiliary Transformer (SAT) feature and to develop an equipment out-of-service (EOOS) evaluation tool. We expect to have the EOOS tool available in approximately June of 1997.

Consequently, GPC would prefer to defer our detailed response to the subject RAI until such time as we are able to respond in the context of the updated PRA model and EOOS. Assuming that EOOS is available in June of this year, we should be able to respond shortly thereafter.

However, with respect to items 2 and 4 in particular, GPC would prefer to revisit two of the specific issues identified in your RAI; emergency diesel generator cross-tie capability and the exclusion of the 14-day AOT during hurricane season. We do not plan to take credit for the cross-tie capability when we update the PRA model, and we prefer that the 14-day AOT not be excluded during hurricane season (7/15 - 11/15). The cross-tic capability is problematic from a procedural standpoint, it was never part of the original VEGP licensing basis, and it does not provide significant benefit from a risk standpoint. The exclusion during hurricane season is overly restrictive and is not consistent with a recent licensing action for another licensee regarding a similar extended emergency diesel generator AOT.
