By letter dated October 24, 1994, Carolina Power&Light Company (CP&L)submitted a Request for Liccnsc Amcndmcnt to the NRC for the Harris Nuclear Plant (HNP)concerning the relocation of selected Tcchnical Specifications (TS)in accordance xvith"NUREG-1431, thc new Standard Technical Specifications for Westinghouse Plants.On August 31, 1995, at the NRC's request, CP&L provided additional tcchnical information related to the Gas Storage Tanks (TS 3/4.11.2.6).

Subsequently, the NRC has requested that CP&L incorporate Section 5.5.12, Explosive Gas and Storage Tank Radioactivity Monitoring Program, from NUREG-1431 into thc HNP TS.We have rcvicEved thc ncEv Section 5.5.12 and detcrmincd that only part of that section is applicable to the subject Request for License Amendmcnt since CP&L is not proposing at this time to revise thc Liquid Holdup Tanks (TS 3.11.1.4)or Explosive Gas Mixture (TS 3.11.2.5)specifications.

Thcrcfore, thc enclosure to this letter contains a complete sct of TS pages to support thc proposed license amendment.

These include pages for the proposed gas storage tank program that will be added to the current HNP TS Section 6.8.4, Procedures and Programs.CP&L's 10 CFR 50.92 evaluation submitted on October 24, 1994 remains valid and is unaffcctcd by submittal of the enclosed information.
