1) Has the licensee or State ever considered the establishment of a local CAB? When was it considered?

New Jersey has setup Independent Oversight Board on 10/3/2019. It is not know to what extent the public's voice will be heard. A local CAB has not been established.

2) What are the reasons for not establishing a local CAB?

3 ) How does the licensee or State provide opportunities for public engagement throughout all phases of the decommissioning process?

Holtec the decommissioning owner holds Lacey Local forums. Based on the first one held 9/23/2019, Holtec did not answer questions correctly, gave incorrect questions, screen questions they could not answer. This was brought to light by several news reporters and those articles were emailed 10/4 to Bruce Watson at Docket ID NRC-2019-0073-0001 NEIMA Section 108 Public Meeting Near Oyster Creek.

4) In general, what are the advantages of not having a local CAB?

There are no advantages of not having a CAB. Again, several news reporters articles emailed 10/4 to Bruce Watson, NRC, detailed them.

5) In general, what are the disadvantages of not having a local CAB?

No voice by the public who dollars contributed the trust fund. The diadvantage is the public interest will not be heard. The will be no public communication and education. At the 10/3 NEIMA Section 108 Public Meeting Near Oyster Creek, a lot of good comments were made which shoudl be a great help why there should be local CABs. Again, several news reporters articles emailed 10/4 to Bruce Watson, NRC, detailed them.
