Dear Mr. Femreite:

The enclosed June 22,1995, letter explained how the NRC staff planned to institute a round robin sample exchange program administered by the New Brunswick Laboratory (NBL) for verifying the quality of licensee uranium destructive measurement systems. It was anticipated that the fee recoverable activities of both NBL and NRC would be reduced leading to lower l

inspection costs and independent sample verification costs to the participants in the program. '

Because the program has in fact lowered direct inspection costs and independent sample i verification costs, the NRC plans to continue the program in its present form. '

We apologize for not billing in a timely manner. Enclosed is invoice No. FLO236-99 ($16,572) which covers costs since the inception of the program through the first quarter of FY 1999. If .
